"By calling 999, the operator will also be able to send an ambulance to the scene of an emergency immediately."
Replying to Dr Boo Cheng Hau (DAP-Skudai) who had said that telephone operators at Sultanah Aminah Hospital did not answer calls, she said the hospital's general line, 07-2231666, received as many as 1,000 calls a day.
She said another number, 07-225700, which had 60 hunting lines, was programmed to revert callers to voice mail when the telephone operator was busy.
On Ng See Tiong's (BN-Parit Yaani) complaint of a lack of ambulances, Dr Robia said Johor had 87 health clinics with a fleet of 86 ambulances, and 12 hospitals with a fleet of 87 ambulances.
She said that an ambulance call centre was set up in 2006 to help patients contact the nearest clinic or hospital.
Replying to R. Vidyananthan (BN-Kahang), Dr Robia said Kluang had vacancies for 28 medical officers but only 13 posts had been filled.
"Kahang's population is 700 and the number who go to the Kahang health clinic is about 40 a month. The population of Mengkibol, Simpang Renggam and Layang Layang is much higher.
"Owing to this, patients are sometimes referred to the Kluang district hospital."
Replying to Osman Sapian (BN-Kempas) on haemodialysis care, Dr Robia said there were 11 government hospitals in the state that provided such treatment under the care of a nephrology specialist.
As of last year, there were 134 haemodialysis machines in the 11 hospitals to treat 600 kidney patients. Government hospital patients received subsidies from non-governmental organisations for each haemodialysis treatment (RM50) and each erythropoeitin injection (RM30).
Replying to Mohamad Taslim (BN-Maharani) on influenza A H1N1, Dr Robia said the state Health Department was disseminating the latest information to the public via newspapers, television and radio channels, and website.

THIRD time lucky
This sums up Pas' Dr Mohamad Taslim's win over BN's Datuk Mohd Ismail Mohd Shah for the Maharani state seat in Batu Pahat.
The victory margin may be small - 158 votes - but Dr Mohamad is happy that Pas is making inroads in Johor, which is said to be a BN fortress.
"I was surprised when Pas and I were declared the winner. It shows that the people's mindset is changing," said the father of three.
Dr Mohamad had contested against Ismail in 1999 and 2004.
He was defeated by Ismail with a 6,612 vote-majority in 2004.
His win in Maharani raised eyebrows in Johor's political circles as 40 per cent of his constituents are Chinese, who are generally seen as being hostile to the Islamist party.
Dr Mohamad said the Chinese probably voted for Pas as they were more confident of the Pas-PKR-DAP tripartite grouping.
He claimed that the Chinese had come to understand that Pas was for all, and not just for one race or religion.
But judging from the 354 spoilt votes that exceeded the majority votes, he did not dismiss the possibility that protest votes may have helped him.
He credited this to the younger generation, whom, he said, were well-informed and critical of the current political situation.

KOTA ISKANDAR: The government’s move to introduce the E-Kasih programme to help the poor was a good move towards caring for the less fortunate but too many procedures have led to confusion.
Munusamy Mareemuthu (BN-Permas) said the government recently launched the programme under the Prime Minister’s department to help the poor to receive welfare aid.
“Recipients from the welfare department or other agencies must re-register themselves under the E-Kasih programme,” he said, adding this has created difficulties among the poor as they face a risk of not getting aid.
He questioned why individuals who have registered with the welfare department or other agencies could not be automatically registered under the E-Kasih programme.
Munusamy said automatic registration for those who had already registered with the Welfare department would prevent their names and information from being disregarded.
“We do not want the poor to be burdened by a weak system,” he said He said E-Kasih registrants would also be entitled for assistance in enrolling for public universities.
Mohamad Taslim (PAS-Maharani) wanted to know of target groups for the programme.
“I have been asked to support applications by the poor for the programme but their names are not in the system,” he said.
Mohamed said further checks on their background revealed the applicants were really poor.
“The Government must ensure the registration for the programme is made easier in order to help the poor,” he said.

PERMITS would be issued to new kindergarten operators in Johor only if they met safety and security requirements as outlined by the State Education Department. This was one of the preventive measures to beef up security at kindergartens and prevent a repeat of the "hammer attack" incident at Tadika Senario in Muar on March 10.
In that incident, three pupils of the kindergarten were injured when a man barged into their classroom and hit them with a hammer. The attacker has yet to be caught.
State Entrepreneur and Cooperatives Development, Education and Higher Education Committee chairman Datuk Maulizan Bujang said although that was an isolated case, new kindergarten operators would be subjected to stringent vetting before approvals were given.
Applicants must also submit the location of the premise and other security procedures.
Maulizan, who was replying to Dr Mohammad Taslim (Pas-Maharani), said other details included the structure of the building, toilet facilities, lighting, a clean canteen and hygienic surroundings.
"Checks would also be conducted to ensure that the kindergartens adhere to regulations. Operators would also be issued reminders if their establishments were not up to mark."
He said there were more than 1,100 registered kindergartens in Johor.
On another matter, Johor recorded a 22 per cent increase in the number of dengue cases in the first seven months of this year compared with the same period last year.
Of the 1,818 cases, seven were fatal dengue haemorrhagic cases. More than 60 per cent of the cases were in Johor Baru.
State Women, Family, Health and Community Development Committee chairman Dr Robia Kosai said there were 188 hot spots, of which 158 were Johor Baru.
Rsponding to Ayub Rahmat (BN-Kemelah) and Goh Tee Tee (BN-Tangkak), Dr Robia said the hot spots in Johor Baru included the Jalan Tembusu flats, Rumah Rakyat Lima Kedai, Wadihana Condominium, Century Garden and Taman Johor Jaya.
She said warnings had been issued to the residents.

Assemblyman: Cut red tape to help the poor

Dr Boo, who exceeded his given time by more than 10 minutes and stopped only after the third reminder by Speaker Datuk Mohd Ali Hassan, said a committee should be set up as a watchdog to ensure all rules and regulations of the house were adhered to. He also suggested that there should be better bus services for Taman Sri Skudai and Taman Sri Putri in Skudai. Dr Boo said the frequency of bus services in both residential areas was irregular and unreliable, and the residents had to walk 15 minutes to a bus stop in Jalan Skudai to catch a bus. "The situation was made worse with the recent fuel price hike, where many bus drivers decided not to operate after 10pm because of fewer passengers." He added that the state government should expedite the monorail project to alleviate public transportation woes in the city. Dr Mohammad called on the state government to look into the reasons why several new shopping bazaars had failed to attract tenants and shoppers. "These new bazaars, set up in every district and modelled after Pekan Rabu, are fast turning into 'ghost Bazaars'. The local authorities should look into the viability of the location and whether it can attract customers. "Otherwise, the tenants will incur losses." Dr Mohammad also urged the local councils to look into the problems faced by the community, particularly in maintaining an efficient drainage system. "Without proper maintenance, residents and businesses will have to brave the foreboding flash floods every time it rains," he said. The affected areas in Maharani are Taman Khalidi Baru, Kampung Dato Bentara Luar, Kampung Kelantan, Taman Dato Seri Amar Di Raja, Dewan Jubli Intan (Muar city centre), Taman Arosa and Jalan Haji Jaib. Buy-back schemes before trading of ASJ units ceased TRADING of Amanah Saham Johor (ASJ) ceased on May 15 following a decision by the majority of its unit holders during its extraordinary general meeting. The house was told that all unit holders were notified of the decision either by post or announcements in newspapers and over the radio. Menteri Besar Datuk Abdul Ghani Othman said this in reply to questions raised by Datuk Baderi Dusuki (BN-Panti), Lim Kee Moi (BN-Yong Peng) and Dr Boo Cheng Hau (DAP-Skudai). Abdul Ghani said the ASJ, launched on May 15, 1991 with 300 million units, peaked at RM2.12 on Jan 11, 1994. It plunged to its lowest at RM0.17 on Jan 11, 2001. He said the state government and Johor Corporation (JCorp), the state's marketing arm, had come up with a remedial strategy for the unit holders called the "Conditional Buy-back Scheme" on Feb 9, 2004. Under this scheme, they were offered RM1 for 10 per cent of their total units. The scheme was offered again, until April 8 this year, for the unit holders to dispose of all of their units at RM1, while the market price was only at RM0.5063. "ASJ had paid up all the dividends totalling RM213.89 million, which was equivalent to RM0.8001 sen per unit since it was launched. "However, dividends were not paid after the buy-back scheme was introduced." The house was told that Dana Johor, which was launched in April 1995, with a capacity of 500 million units, chalked up its highest trading price of RM1.20 in April 1996. Its lowest price was RM0.14 in December 2005. "Until last month, there were 239.75 million units with 3,540 million unit holders and investments valued at RM47.07 million acquired through bank loans. "Dana Johor had paid RM116.87 million in dividends, which is equivalent to RM0.02551 for every unit." Ucapan Perbahasan Bajet Negeri Johor (2010) oleh YB Pengerusi Jawatankuasa Pembangunan Usahawan dan Koperasi,Pelajaran dan Pengajian Tinggi,YB Dato' Maulizan Bujang pada hari Jumaat, 4 Disember 2009:
1. Mata Pelajaran Sejarah:
Kementerian Pelajaran sedang dalam perancangan untuk melaksanakan mata pelajaran Sejarah di peringkat Sekolah Rendah mulai tahun hadapan untuk murid-murid Tahap 2 iaitu Tahun 4,5 dan 6.Sistem terdahulu juga telah menerapkan unsur-unsur Sejarah dalam kurukulum iaitu diterapkan dalam mata pelajaran Kajian Tempatan tetapi tidak mendalam.
2. Pendidikan Prasekolah:
Mukai 1 Januari 2010,Kementerian Pelajaran Malaysia melalui Bahagian Perkembangan Kurikulum (BPK) telah memperkenalkan kurikulum baru yang dipanggil Kurikulum Standard Prasekolah Kebangsaan (KSPK).Bahagian Pengembangan Kurikulum sedang menjalankan kursus KSPK kepada semua guru prasekolah Kementerian Pelajaran Malaysia di seluruh negara yang berjumlah 7,195 orang.Di Negeri Johor melibatkan seramai 791 orang guru.Tujuan Kurikulum ini adalah untuk menarikperhatian dan pilihan ibu bapa untuk menghantar anak mereka ke kelas-kelas sekolah Kementerian Pelajaran Malaysia.
Undang-undang di bawah Akta Pendidikan 1996, menetapkan kewajipan bagi tadika swasta untuk berdaftar dan menggunakankurikulum prasekolah kebangsaan yang ditetapkan.berhubung dengan strategi atau kaedah serta pendekatan pengajaran dan pembelajaran di tadika swasta, ianya adalah tertakluk kepada keupayaan tenaga pengajar masing-masing dalam melaksanakan pendidikan.
3. Biasiswa:
Pada Tahun 2008 sejumlah 31,074 orang murid menerima Biasiswa Kecil Persekutuan di Negeri Johor bernilai RM25,239,050.00.
Pada Tahun 2009 seramai 33,828 orang murid menerima Biasiswa Kecil Persekutuan dengan nilai RM27,478,700.00.
Pemberian biasiswa kepada pelajar sekolah ini adalah untuk semua murid yang difikir layak menerimanya tanpa mengira agama,kaum malah fahaman politik.
Dalam ucapan Belanjawan 2010 oleh YAB Menteri Besar Johor,Yayasan Johor akan memberi biasiswa kepada pelajar-pelajar IPT.Mengikut sejarah kerajaan Negeri telah memberi biasiswa dan dermasiswa sehingga Tahu 1983.Apabila YPJ diperbadankan pada tahun 1984,pemberian biasiswa ke IPT diberhentikan kecuali Biasiswa Kenangan Dato' Onn (BKDO) dan pemberian pinjaman serta 45% bayaran perkhidmatan.Penerima pinjaman ini akan diberi pengurangan bayaran sebanyak 50% sekiranya pelajar mendapat CGPA 3.75 ke atas dan pengurangan 25% sekiranya pelajar mendapat CGPA 3.2 ke atas.Sementara mereka yang pernah menjadi penerima BKDO yang terus membuat pinjaman pelajaran YPJ ke IPT akan membayar hanya 25% daripada jumlah pinjaman mereka.
Sejak PTPTN ditubuhkan pada tahun 1996,pelajar tidak lagi menghadapi masalah untuk mendapatkan pinjaman kecuali kadar pinjaman yang berbeza mengikut pendapatan keluarga.
YPJ akan memberikan biasiswa kepada pelajar IPTA dan IPTS dan kadar biasiswa tersebut akan diputuskan dalam Mesyuarat Ahli Lembaga YPJ tidak lama lagi.Biasiswa ini akan diberikan kepada pelajar yang mengikuti kursus-kursus peringkat ijazah,sarjana dan kedoktoran dalam bidang terpili di IPT seperti berikut:
Perubatan, Pergigian, Farmaasi, Juruterbang, Jurutera Kapal Terbang, Juruteknik Kapal Terbang, Bahasa dan Linguistik, Perdagangan, Perakaunan, Perundangan, Ukur Bahan, Arkitek, Ekonomi dan Pentadbiran, Maritim, Sains Tulen, Kejuruteraan dan kursus-kursus profesional seperti ACCA.
Peruntukan yang YPJ sediakan untuk pemberian biasiswa IPT ini adalah sebanyak RM1 juta,untuk lebihkurang 64 orang.
YPJ juga akan meneruskan pemberian BKDO dengan anggaran RM1.2 juta kepada pelajar sekolah menengah setiap tahun.
YPJ mulai tahun hadapan akan memberi bantuan kewangan kepada pelajar yang layak berpandukan kepada Pengkalan Data e-Kasih,
yang akan mengikuti kursus ijazah sebanyak RM 1,000.00,
diploma sebanyak RM800.00,
sijil sebanyak RM500.00
Perbadanan Islam Johor juga ada menyediakan peruntukan sebanyak RM700.00 untuk kursus ijazah, dan RM500.00 untuk kursus diploma.
Majlis Agama Islam juga ada memperuntukkan bantuan segera untuk pendaftaran ke IPT bagi keluarga miskin.

1. Mata Pelajaran Sejarah:
Kementerian Pelajaran sedang dalam perancangan untuk melaksanakan mata pelajaran Sejarah di peringkat Sekolah Rendah mulai tahun hadapan untuk murid-murid Tahap 2 iaitu Tahun 4,5 dan 6.Sistem terdahulu juga telah menerapkan unsur-unsur Sejarah dalam kurukulum iaitu diterapkan dalam mata pelajaran Kajian Tempatan tetapi tidak mendalam.
2. Pendidikan Prasekolah:
Mukai 1 Januari 2010,Kementerian Pelajaran Malaysia melalui Bahagian Perkembangan Kurikulum (BPK) telah memperkenalkan kurikulum baru yang dipanggil Kurikulum Standard Prasekolah Kebangsaan (KSPK).Bahagian Pengembangan Kurikulum sedang menjalankan kursus KSPK kepada semua guru prasekolah Kementerian Pelajaran Malaysia di seluruh negara yang berjumlah 7,195 orang.Di Negeri Johor melibatkan seramai 791 orang guru.Tujuan Kurikulum ini adalah untuk menarikperhatian dan pilihan ibu bapa untuk menghantar anak mereka ke kelas-kelas sekolah Kementerian Pelajaran Malaysia.
Undang-undang di bawah Akta Pendidikan 1996, menetapkan kewajipan bagi tadika swasta untuk berdaftar dan menggunakankurikulum prasekolah kebangsaan yang ditetapkan.berhubung dengan strategi atau kaedah serta pendekatan pengajaran dan pembelajaran di tadika swasta, ianya adalah tertakluk kepada keupayaan tenaga pengajar masing-masing dalam melaksanakan pendidikan.
3. Biasiswa:
Pada Tahun 2008 sejumlah 31,074 orang murid menerima Biasiswa Kecil Persekutuan di Negeri Johor bernilai RM25,239,050.00.
Pada Tahun 2009 seramai 33,828 orang murid menerima Biasiswa Kecil Persekutuan dengan nilai RM27,478,700.00.
Pemberian biasiswa kepada pelajar sekolah ini adalah untuk semua murid yang difikir layak menerimanya tanpa mengira agama,kaum malah fahaman politik.
Dalam ucapan Belanjawan 2010 oleh YAB Menteri Besar Johor,Yayasan Johor akan memberi biasiswa kepada pelajar-pelajar IPT.Mengikut sejarah kerajaan Negeri telah memberi biasiswa dan dermasiswa sehingga Tahu 1983.Apabila YPJ diperbadankan pada tahun 1984,pemberian biasiswa ke IPT diberhentikan kecuali Biasiswa Kenangan Dato' Onn (BKDO) dan pemberian pinjaman serta 45% bayaran perkhidmatan.Penerima pinjaman ini akan diberi pengurangan bayaran sebanyak 50% sekiranya pelajar mendapat CGPA 3.75 ke atas dan pengurangan 25% sekiranya pelajar mendapat CGPA 3.2 ke atas.Sementara mereka yang pernah menjadi penerima BKDO yang terus membuat pinjaman pelajaran YPJ ke IPT akan membayar hanya 25% daripada jumlah pinjaman mereka.
Sejak PTPTN ditubuhkan pada tahun 1996,pelajar tidak lagi menghadapi masalah untuk mendapatkan pinjaman kecuali kadar pinjaman yang berbeza mengikut pendapatan keluarga.

ISU ELAUN IMAM,BILAL DAN NOJA MASJID/SURAU NEGERI JOHOR DALAM DEWAN NEGERI JOHOR

YB Ayub Rahmat (ADUN Kemelah) bertanya dalam Dewan Negeri Johor pada 30 November 2009 : 'Adakah terdapat cadangan untuk menaikkan elaun bilal dan noja seluruh Negeri Johor agar kebajikan mereka terjaga?'
Jawapan YB Pengerusi Jawatankuasa Agama:
Terdapat 1,741 bilal dan 792 noja yang berkhidmat di masjid dan surau seluruh Negeri Johor.
Kerajan memberi elaun untuk bilal surau RM20.00 sebulan dan noja sebanyak RM30.00 sebulan.Elaun ini dalah sebagai saguhati kepada pegawai-pegawai masjid dan surau dan ini bukan nya gaji bulanan.
Kerajaan Johor membelanjakan sebanyak RM417,840.00 setahun untuk elaun bilal surau,
RM1,045,000.00 setahun untuk elaun imam surau,
RM285,120.00 setahun untuk elaun noja masjid.
Jumlah keseluruhannya ialah sebanyak RM1,747,960.00 setahun.
Menurut YB Pengerusi Jawatankuasa Agama Kerajaan menyedari jumlah ini terlalu kecil dan akan dinaikkan (bila?)
YB Maharani,Kemelah dan Tenang menyokong kenaikan elaun bilal dan noja yang terlalu rendah.
YB Pengerusi JK Agama berhujah walaupun elaun tersebut nampak sedikit,Kerajaan membelanjakan RM1.7 juta setahun.Mana yang lebih baik kita dapat sedikit daripada terus tak dapat,tanya beliau.Dia ada implikasi kewangaan yang terpaksa Kerajaan tanggung,
Apabila YB Dato' Speaker mencelah mengatakan 'Duit zakat kan banyak?' beliau mengatakan kerajaan peka dalam hal ini dan ia dalam perhatian kerajaan.
JAWAPAN YB DATO' HAJI ZAINAL ABIDIN BIN OSMAN
Pada keseluruhannya,pembayaran elaun imam dan bilal untuk surau telah dilaksanakan namun demikian ada di kalangan mereka yang belum menerima elaun dsbabkan faktor-faktor berikut iaitu:
i) akaun bank telah ditutup,
ii) akaun bank telah disenaraihitamkan oleh Bank Negara Malaysia,
iii) kesilapan nombor kad pengenalan,
iv) kesilapan nombor akaun.
YB Dr Mohammad Taslim (Maharani) membangkitkan masalah elaun yang belum dilunaskan sehingga kini dan pembayaran melalui akaun Bank Simpanan Nasional dan kemudian ditukar ke bank lain yang menimbulkan masalah kepada imam,bilal dan noja.
YB Pengerusi JK Agama menjawab:
Beliau mengakui masalah timbul apabila berlaku pertukaran daripada BSN kepada Bank Rakyat dan sebagainya.Walau bagaimanpun pada keseluruhannya elaun-elaun telah selesai dibayar.Masalah timbul apabila berlaku kesilapan teknikal seperti kesilapan nombor kad pengenalan atau nombor akaun bank.Untuk mengatasi masalah ini mereka dikehendaki menyertakan salinan kad pengenalan dan muka depan buku akaun mereka.
Walau bagaimanapun akhbar Berita Harian pada hari Rabu 2 Disember 2009 melaporkan bahawa lebih 500 petugas (imam dan bilal masjid dan surau) seluruh daerah Muar baru menerima cek elaun mereka untuk bulan Januari hingga Jun 2009 di Pejabat Agama Muar.Cek mereka bertarikh 15 November 2009.Menurut seorang bilal surau sebelum ini elaunnya dibayar melalui Bank Simpanan Nasional tetapi pihak jabatan mengarahkan pegawai masjid dan surau membuka akaun di Malayan Banking Bhd. (Maybank) pada awal tahun ini.Selepas mereka membuka akaun di Maybank tiba-tiba pihak jabatan membayar elaun menggunakan cek.Ini menimbulkan masalah kepada mereka yang lanjut usia serta tinggal jauh dari pusat bandar.Dengan jumlah elaun yang tidak sebanyak mana,mereka yang tidak mempunyai kenderaan sendiri terpaksa mengeluarkan perbelanjaan tambang bas dan teksi,keluh mereka.
